U.S. Broadcasting Propaganda within U.S. borders?

While I agree that the broadcast of propaganda within the U.S. by the U.S. government is alarming and illegal, I wonder if what goes unsaid here is that somehow the broadcast of propaganda OUTSIDE the U.S. by the U.S. government is NOT alarming, and legal?

The broadcast signals only originate inside the US. As you know, radio and television signals are very precise and therefore only the intended recipients (non-US citizens) will be able to receive them.
Subversive propaganda, pro-US PR campaigns, and full-on snow jobs have always been an important part of good-faith, honest and effective diplomacy.
