Not sure that the report’s recommendations, maintain the fiction that Iraq is not in a state of civil war (recommending, for instance, the strengthening of a police force already divided and comprised in part of death squads – a nice figure for the country as a whole and our attempts to “strengthen” “it” producing, primarily, more efficient and/or widespread killing) can be carried out in any real sense.
